Eines der 16 im Südtiroler Klimaplan definierten Aktionsfelder ist das Bauen. Dabei wurde u.a. festgelegt, dass „Sportanlagen, Wohngebäude des WOBI (Institut für sozialen Wohnbau) und Prestigebauten (…) primär mit natürlichen und möglichst lokal nachwachsenden Baustoffen (z.B. Holzbauweise, natürliche Dämmstoffe usw.) auszuführen [sind] (...).“ Bis zum Jahr 2030 soll der Anteil an Gebäudeneubauten der öffentlichen Hand gemäß diesen Bauweisen auf mindestens 30 Prozent angehoben werden. Il a notamment été établi que "les installations sportives, les immeubles d'habitation du WOBI (Institut pour la construction de logements sociaux) et les bâtiments de prestige (...) doivent être réalisés en premier lieu avec des matériaux de construction naturels et si possible renouvelables localement (p. ex. construction en bois, matériaux isolants naturels, etc.) (...)". D'ici 2030, la part des nouveaux bâtiments construits par les pouvoirs publics selon ces méthodes de construction doit être portée à au moins 30 %.
